The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Staff Health Assistant (12 months fixed term contract), based in Addis Ababa.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Staff health policies & guidelines

  • Assist in the compilation and implementation of the ICRC Staff Health strategy & implementation guidelines, staff health policies, standard operating procedure (SOPs), procedural manuals and clinical guidelines.
  • Assist the organization & implementation of the ICRC HIV/AIDS programme at all sites.

Health care and medical emergencies

  • Assist the Staff Health Officer in the follow up of accident cases and staff who may need immediate health attention 
  • Assists the collection and provision of accurate and reliable data and statistics on illnesses, accidents and absenteeism.
  • Assists the assessment and supervision of living conditions in the delegation and all sub-structures and the promotion for general hygiene standards (e.g. housing, use of mosquito nets, water filters, hygiene standards of cooks and cleaners, nutritional advice).
  • Follows-up administrative and contractual matters with ICRC designated medical facilities
  • Prepares credit service letters for resident staff’s and their family’s treatment of ICRC staff at ICRC designated medical facilities; ensure that employees use the medical services selected by the ICRC and obtain approval for the use of other facilities/specialists (except for emergency) from the Staff Health Officer.

Health promotion & prevention

  • Assists in organizing and coordinating evaluation of fitness to work at recruitment as well as periodic medical evaluation of fitness to work for certain professions in full respect of local legislation and ICRC.
  • Assists the organization of First-aid training for all staff
  • Assists in organizing a range of activities of promotion of physical and mental health for programs tailored to local risks and needs (The HIV/AIDS Workplace Programme, Family day, World AIDS Day etc.).

Health insurance, reimbursements and settlements of medical expenses.

 

  • Is familiar with and assists the proper implementation of policies for resident employees' ICRC Default non-occupational health insurance, Accident and occupational health insurance, medical expenses covered, cover limits, and management of special cases.
  • Receive and analyse all medical bills of resident staff and their dependents; checks that medical bills are genuine while checking consistency between the prescription and the bill, and ensure the beneficiaries are duly registered with the ICRC; coordinate as necessary with the Staff Health Officer in reviewing and approval of medical invoices
  • Summarize and submit medical bills and invoices to the finance department for reimbursement and file copies of medical bills and cover pages in each employee’s medical file; submit copies of credit service invoices to HR for the deduction of employee contribution in the monthly payroll.
  • Maintains the “Delegation employees - medical fees - detailed overview” spreadsheet, present it to FAD for the reimbursement of ICRC participation.
  • Prepare the accounting documents (originals of bills/invoices & copies of cover pages) for financial audit (RES_CTM/Manilla); prepare translation of medical bills into English for RES_CTM when necessary
  • Explains to staff, policies related to ICRC Default non-occupational health insurance, Accident and occupational health insurance, medical expenses covered, cover limits, management of special cases, treatment/hospital costs, procedures and requirement in submitting medical bills etc.

Sick leave

  • Follows up on resident staff sick leave and coordinates with Staff Health Officer for their approval
  • Reports any irregularities concerning sick leave / medical reports to the Staff Health Officer 

Medical Files

  • Files and manages employee medical files maintaining strict confidentiality to all staff medical information

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development
  • Travels to other ICRC sites when requested

Job Requirements

Education, experience and competencies required

  • Degree in nursing, Registered Nurse/Health officer with a minimum of 3 year of experience related to health
  • Fluent knowledge of English and Amharic; Knowledge of other local languages is an asset.
  • Proficient in Computer literacy (MS Office).
